The LV ASCE represents over 600 Civil Engineers in Northeastern Pennsylvania. One of the ways that the section is able to have cost effective programs for our members each month is through our generous sponsors of our quarterly newsletter and our webpage. For the 2011-2012 program year, we plan to publish at least four newsletters, in addition to maintaining our website. Your support enables us to continue to serve the engineering community of Northeastern Pennsylvania through programs such as educational seminars, monthly activities, and legislative initiatives.

This letter is being sent to ask for your company advertisement for the 2011-2012 program year. Our sponsorship rates are $150 per year for a business card size and $225 per year for a double business card size (see attached rate sheet for specifications). All sponsors will have their advertisements published on the section website at www.lvasce.org, in each of the newsletters and will be listed as a sponsor on each of the special announcements. New this year, our sponsors will also have a chance to showcase case histories or other items as a powerpoint slide cycle running in the social meeting and dinner at our monthly dinner meetings..

THEN YOU SHOULD KNOW THE LEHIGH VALLEY SECTION OF ASCE IS CONSIDERING HOSTING ASCE’S P.E. EXAM REVIEW COURSES RIGHT HERE IN THE LEHIGH VALLEY!!

For the benefit of LV Section members and any others who are interested, LV ASCE is considering hosting live P.E. Exam Review Courses, sponsored by ASCE National, For the P.E. Civil Exam and, possibly, the Structural and/or Environmental Exams.

Whether or not LV ASCE hosts the Review Courses HIGHLY DEPENDS ON YOUR RESPONSE!

If there is sufficient positive response, the Section may be able to offer the Review Courses for as little as $200 for ASCE members (which, if you’ve shopped around, is a darn good deal!) BUT COST IS DEPENDENT on your level of interest and the number of participants, and May increase if there are fewer actual participants.

The following Course descriptions were excerpted from the ASCE website (www.ASCE.org):

These courses are taught by a team of experienced P.E. Exam Review instructors. The P.E. Civil Exam Review Course will be presented as a series of 12 two-hour modules held twice a week over a seven-week period. In addition, ASCE is offering four ‘depth’ sessions designed to prepare engineers for the afternoon depth portion of the P.E. Civil Exam. These sessions are designed to provide the focused and deeper knowledge level needed in each subject matter to prepare for the PM session of the civil exam.

ASCE’s P.E. Structural Exam Review Course has been updated in response to the recent changes made in the P.E. Structural Exam. It will be presented as a series of 11 two-hour modules held twice a week over a seven week period.

ASCE’s P.E. Environmental Exam Review Course will be presented as a series of six two-hour modules held once a week over a six week period.

Environmental Remediation: The Max-Ox Group from GES. The Max-Ox Group (chemical oxidation with maximum distribution) has emerged from GES’ Innovative Remediation Solutions Program (IRSP), which has long built a reputation on the development and implementation of innovative and aggressive remediation technologies, services, and resources designed to accelerate site cleanup. Beginning in 1996 with the introduction of the first DAPL (Data Acquisition Processing Laboratory) real-time feasibility platform, the group later expanded its R&D efforts to in-situ chemical oxidation (ISCO) technologies. Highly-effective proprietary aggressive technologies were developed to remediate contaminant impact at costs significantly below conventional methods: HypeAir for short-term, aggressive ISCO remediation of soil and groundwater and HypeAir-EX for continuous ISCO. The Max-Ox Group of technologies and services has grown to include Six-Phase Chemical Oxidation, Red-Duc reductive remediation, and many other specialty remediation services. ASCE Presents Lehigh Valley Program at PA Infrastructure Summit

Lehigh Valley ASCE’s Regional Infrastructure Planning and Investment Program was presented at the 2011 PA Infrastructure Summit on April 27 at the Harrisburg Hilton. In addition to State Representatives, the new PennDOT secretary,Barry Schoch, and other technical and business interests in the infrastructure and the Marcellus Shale, ASCE was given the opportunity to present our infrastructure report card and programs.


Robb Kalbach, of the PA Central Section gave an overview of the ASCE report cards and showed the national and state grades. Michael Perlow and Bill MacNair presented the Lehigh Valley program, showing the process we are using to develop an infrastructure inventory for the Lehigh Valley Region. Representative Rick Geist, Chairman, House Transportation Committee emphasized that the local infrastructure costs are needed to help the state solve the infrastructure funding issue. He said that the funding commission that is meeting now will be developing local tax alternatives to fund the infrastructure at a local level.


The program we are working on in the Lehigh Valley is gaining publicity throughout the Commonwealth!

Lehigh Valley Regional Infrastructure Planning & Investment (LVRIPI) Project Update

As a follow up to the ASCE National and State Report Cards, the LV Section is doing a Regional LV Infrastructure Report Card over the next 6 months. The focus of the LV Report Card effort is to identify what funds are needed to replace Lehigh Valley infrastructure.

The regional infrastructure inventory is starting to take shape. A model municipality inventory is complete and available on the web page. The inventories for major cities, Allentown, Bethlehem and Easton, are well underway. I will be working with the volunteers to develop inventories for other municipalities. Please let me know if you can help.

The LVRIPI  Project is being viewed as an innovative model plan that other ASCE Sections are looking at to determine how they will deal with infrastructure in their area. We will be reviewing the Lehigh Valley plan with members from the Scranton Wilkes-Barre (SWB) area in early May and hope to initiate a SWB Infrastructure Report Card effort at our May 4th SWB meeting.

Infrastructure is a key issue for ASCE. It is in the headlines continuously. Allentown infrastructure has been on the news because of the unfortunate explosion of a natural gas pipeline in February. Recent infrastructure failures resulting in gas explosions and loss of life have highlighted the urgent need to replace aging underground utilities. Enabling legislation is moving toward the establishment of replacement fees for energy and municipal infrastructure. Through Tech Quest and the Pennsylvania Utility Contractors Association, LVASCE is proposing that infrastructure replacement fees be established based upon an engineering evaluation of PAY-GO Life-Cycle Costs. In addition, we are recommending that all infrastructure funds be deposited in a reserve account strictly for infrastructure replacement.

We need YOUR help to complete the LVRIPI Report Card project, so please sign-up as a volunteer.  About 25% of the Lehigh Valley is covered by volunteers now. You can help us finish up the LV Report Card project which can lead to the establishment of a regional dedicated funding source for LV infrastructure replacement.

NTH Consultants, Ltd. is seeking a Project Engineer with progressive experience in geotechnical engineering design to support our Mid-Atlantic operations, based out of our Bethlehem, PA office. Candidates should be able to demonstrate experience with design of deep foundation, earth retention, and ground improvement systems; materials testing related to geotechnical investigations; and related construction observation. Experience with the design of shafts and tunnels will be considered a plus, along with geotechnical instrumentation and monitoring programs.

A minimum of 7 years of experience with a BSCE and P.E. are required, MSCE is preferred. Responsibilities will include client development, proposal writing, project coordination, and staff supervision (technical guidance and mentoring of engineering staff). Candidates should possess strong interpersonal skills for contact with team members and clients, be a proficient technical writer, and be competent with engineering software applications for geotechnical design.

Candidate must be capable of performing and/or providing technical oversight for geotechnical design of above-ground and/or underground structures, as well as temporary/permanent earth retention systems, deep foundations, MSE walls, earthen structures, etc.; preparing and reviewing plans and specifications for geotechnical design/construction projects; developing geotechnical recommendations and design criteria for reports; and planning/performing geotechnical investigations.

Program:

The Lehigh Valley Section of the American Society of Civil Engineers and the Lehigh University Department of Civil and Environmental Engineering are proud to announce a one day training seminar on the 2010 Highway Capacity Manual. The Manual is expected to be released by late March 2011. The Lehigh Valley Section has arranged to have Mr. Bill Sampson present this one day seminar. Bill is a member of the TRB Highway Capacity Committee and is developing the McTrans Highway Capacity Software for the 2010 Manual.

The course will be held on May 17, 2011 in Auditorium 3 of Lehigh University’s Neville Hall on Packer Avenue on the Lehigh Campus. Registration for the course will begin at 8am with the course starting at 8:30am and ending at 5pm. Lunch will be on your own. There are several eating options within a few minutes walk from the campus.

The fee for the course is $150. Please provide a check written to LVS ASCE to the address below. Registrations must be received by May 10. Space is limited so please register early.
